The Fixed Assets Operation & Maintenance (O&M) System is a comprehensive web-based platform designed to support Palestinian municipalities in managing their O&M operations for public infrastructure such as roads and buildings. The system streamlines the entire process from asset registration and inspection to maintenance planning and execution, enabling informed decision-making and efficient use of municipal resources.

Developed by Shift ICT in collaboration with Experts Company in the West Bank, the system was successfully deployed in four municipalities as a pilot and is planned to be rolled out to 74 municipalities under the supervision of the Municipal Development and Lending Fund (MDLF).

The system includes the following key modules and phases:

  1. Fixed Assets Registration & Valuation:
    Provides a structured database for municipal assets based on MDLF’s FARV model, supporting multi-level classifications (Asset Class, Category, Group, etc.).
  2. Asset Segmentation and Coding:
    Assets are divided into segments (e.g., road sections, building floors), each with defined elements and sub-elements that contribute to condition scoring and maintenance analysis.
  3. Physical Inspection & Condition Evaluation:
    Multi-level inspections are conducted by municipal technical staff to assess asset condition, define required maintenance activities, and generate bill of quantities (BoQs). The process involves dynamic approval workflows.
  4. Data Analysis & Priority Index Calculation:
    The system computes a priority index for each segment based on weighted criteria, supporting municipalities in selecting segments for the maintenance plan.
  5. Budgeting & Planning:
    Approved segments are reviewed against available funds, and the system helps prepare execution plans that define timeframe, funding sources, responsible departments, and performance indicators.
  6. Execution & Implementation:
    Maintenance work orders are generated and monitored, allowing grouping of similar tasks. After execution, the system updates the condition index to reflect the impact of maintenance.
  7. Operations Module:
    Covers operational activities, regulations, required HR and equipment, and the municipality’s operation plan.
